Comoros became independent of France in 1975. Its telephone facilities are provided by SNPT.
Telephone service for Mayotte, a territory of France, is apparently provided through France Telecom.
Anjouan temporarily seceded from Comoros during 1997-2002 after which a political arrangement granted each Comoros island a President.

This "Global269" service would depend on co-operation of international carriers to allow their callers to place the calls to +269-800 without charge. Note that carriers in many countries may assess toll charges to these numbers if there is no agreement to honour these numbers as toll-free.
Global269 appears to be a reaction to the slow growth of the official UIFN +800 service.
