28 May 2005 - freephone, 6-digit numbering in Nakhchivan

'4' was prepended to former 5-digit subscriber numbers in Nakhchivan Autonomous Republic. New six-digit number range is +994 136 4xxxxx as of 28 May 2005.

Also, national freephone numbers were introduced: +994 88 xxxxxxx.

The more recent 8 July 2005 announcement of this change differed from the previous 30 May 2005 announcement in that Sumgait is now listed as +994 18 xxxxxxx instead of the previous +994 164 xxxxx.

1 August 2004 - Baku 7-digit subscriber numbers

Baku (+994 12) subscriber numbers expanded from six to seven digits on 1 August 2004, by prepending '4' to existing 6-digit subscriber numbers.

That is, numbers of form +994 12 xxxxxx changed to +994 12 4xxxxxx.

1992-1994: +994 county code replaces +7

Withdrew from country code 7 (former USSR territory); ITU assigned country code 994, some time in 1992. Country code activation apparently took effect on or before September 1994.
