October 2003 - update on national numbering situation

Thanks to Tom Chadaravicius for the following report on Lithuania's numbering situation:

"The Lithuanian National Numbering plan change of 2001-2003 has been completed as of this time, October 15, 2003, with an exception of implementing '0' as trunk access: '8' still serves that purpose.

For international access, the permisive period ended January 1st, 2003, with '00' now being in place.

From the onset of the change to 8 digit National Plan, Vilnius proper was intended to change to 7 digit local numers, being assigned the only single digit area code '5'.

The rest of the country fixed line subscribers use 5 or 6 digit local numbers, thus making area codes 2 and 3 digit length (with the noted exception of Vilnius proper using single-digit area code '5'). The new plan does not foresee usage of fixed-lenght area codes.

There's a notable case about transitioning Vilnius' local numbers to 7 digit local plan. It pertains to local numbers that began with '2', e.g. '2x-xx-xx'. Those had been changed to '21x-xx-xx'.

All other local numbers in Vilnius simply were prepended with '2', thus converting an old 6-digit number 'xx-xx-xx' to '2xx-xxxx'. Therefore, dialing a Vilnius phone today from another country should be formulated as +370-5-XXX-XXXX. It is not excluded, and is rather very likely that the new 7-digit Vilnius local numbers will be assigned '3'+6 digits, '4'+6 digits and so on, a source at AB Lietuvos Telekomas ("Lithuanian Telecom") says."

1 September 2001 to 1 March 2003 - national renumbering

Lithuania began a change to its national numbering plan on 1 September 2001. Changes to fixed/wireline numbers were to be complete by 31 December 2002, and mobile number conversions were to be complete by 1 March 2003.

The end result was national numbers which total 8 digits length (3-digit area codes with 5-digit subscriber numbers, or perhaps 2-digit area codes with 6-digit subscriber numbers - whether area code lengths will be a constant 3-digit length is unclear). However, the plan is not a closed plan, so that local calls can be completed with the subscriber number alone, without need to include the area code into the dialled number.

The numbering changes were being phased in according to region and type of service at various dates during the renumbering period.

Summary of new format

In keeping with format changes elsewhere, the leading digit of the national area code signifies type of service as follows:

+370 2: reserved as of 1 March 2003 - unspecified
+370 3: fixed/geographic
+370 4: fixed/geographic
+370 5: fixed/geographic
+370 6: mobile
+370 7: personal/universal number
+370 8: freephone, special rate
+370 9: premium rate

Prefixes

The national trunk prefix will become '0' at an unknown date. The international trunk prefix became '00' on 1 January 2003. Short codes were to be standardised to a 1xx or 1xxx format.

Geographic area code changes

The following indicates the conversion of the initial digits of the national numbers. The Old two initial digits were to be replaced with the New three initial digits. Note in some cases that the initial digits could include the initial digit of the subscriber number. Kaunas (+370 7) and Vilnius (old +370 2) may change to +370 37 and +370 52 respectively. Note that subscriber number may also change - a 1 March 2002 change indicates +370 22 for Vilnius would change to +370 521.

1 March 2002 - 1 September 2002: 2nd phase mobile code changes

The existing mobile area codes (+370 79 through +370 89, +370 98 and +370 99) were changed to the new format by prepending the digit '6' before the existing mobile area code. Mobile number changes began permissive operation 1 March 2002 (both old and new formats may be used). Mobile changes were mandatory 1 September 2002.

Withdrew from country code +7 (former USSR territory) at an unknown time; ITU assigned country code +370 in January 1993. +7 012 was replaced by +370 in international dialling. Recent reports suggest a restructuring to provide a constant 7-digit total of area code and local number (1-digit area + 6-digit local, or 2-digit area + 5-digit local).
