January 2005? - +353 76 added for VoIP services

Telecom regulator ComReg introduced new +353 76 range was introduced for Voice over Internet Protocol (VoIP) services. Service providers may also use existing geographic numbers on certain conditions, including a requirement that the subscriber be located within Ireland.

Also, VoIP subscribers requesting associated geographic subscriber numbers in an area code must live or have business in that area code (NDC). For example, a VoIP subscriber must have an establishment in Dublin to obtain a Dublin geographic number.

+353 76 is available throughout Ireland, for which calls from any point in the nation are charged local rate.

December 2002 - ODTR becomes ComReg

Telecom regulator ODTR was combined with broadcast and postal regulators to become the Commission for Communications Regulation (ComReg).

August 2002 - December 2003 - renumbering in some areas

Many areas in Ireland with existing 5-digit subscriber numbers are being converted to 7-digit subscriber numbers in a process which began August 2002.

Dublin is not affected by this programme of changes. Non-geographic number formats such as mobile or freephone will also remain unchanged.

The affected areas have existing area codes of 2 or 3 digits. These are being consolidated into 2-digit area codes with 7-digit subscriber numbers. The new 7-digit subscriber numbers are formed by prepending 2-digit prefixes before existing 5-digit subscriber numbers.

The following table shows the consolidated area codes after the changes, with the permissive dates at which new numberings become operational, and the mandatory dates after which the new numberings must be used:

Call Display / Caller ID will display the new numbering from affected areas on or just before the applicable mandatory date.

The numbering changes were announced by Ireland telecom regulator ODTR in Decision Notice D11/01 / Document Number ODTR 01/58: Review of National Numbering Scheme for Telephony in Ireland (July 2001).

That decision was a follow-up to Consultation Paper (December 2000, MS Word .doc format)

ODTR List of Areas Undergoing Changes

June 2000 - Mobile mailbox national numbers to 10 digits

Mobile mailbox numbers become 10-digit, including area code, but excluding trunk prefix (formerly 9 digits).

The mobile subscriber numbers themselves were not changed - the national number length was still 8 digits.

Mailbox numbering ranges were not indicated for the Eircell/TACS service, however (+353 88).

Mobile carrier numbering ranges in Ireland:

International Domestic Carrier
------------- -------- -------
  +353 85 085 Meteor/GSM
  +353 86 086 Esat Digifone/GSM
  +353 87 087 Eircell/GSM
  +353 88 088 Eircell/TACS (no mailbox indicated)
Mobile subscriber numbers are 7-digits following the 2-digit mobile area code (and thus are 9-digit national numbers).

However, the mailbox for a subscriber is reached by prepending the digit '5' before the mobile subscriber number. For example, a mobile subscriber number +353 8z xxxxxxx would correspond to the mailbox number +353 8z 5xxxxxxx (where 8z is the mobile area code, xxxxxxx is the mobile subscriber number).

To allow this system to distinguish between mailbox and regular mobile calls, mobile subscriber numbers do not begin with the digit '5'.

1 September 1998 - mobile subscriber numbers expand to 7 digits

Mobile numbers with 6-digit subscriber numbers were extended to 7 digits on 1 September 1998 by directive from regulator ODTR. See also reference to this in ESIS Ireland document.

April 2000 (?) - new 048 access code to Northern Ireland

However, calls from Ireland to Northern Ireland are now dialled as 048 + 8-digit subscriber number. The consistent 8-digit subscriber number format was introduced in the United Kingdom's 22 April 2000 implementation of +44 28 throughout Northern Ireland, which replacing many area codes in that region.

International format (00 + 44 + 28 + 8-digit subscriber number) may also be used from Ireland.

Prior to this, calls from Ireland (+353) formerly used a 08 access code to call Northern Ireland (in +44). The old (and now defunct) dialling format was: 08 + area code + subscriber number.

September 1998 to February 2001: Cork area expansion to 7-digit subscriber numbers

In Cork (+353 21), a multi-phase transition of subscriber numbers from 6 to 7 digits began in September 1998.

The first phase began on 1 September 1998 where expanded subscriber numbers were introduced for selected Cork and Coachford numbers:

Old format New format Community
---------- ---------- ---------
+353 21 40xxxx +353 21 240xxxx Cork
+353 21 33xxxx +353 21 733xxxx Coachford
+353 21 43xxxx +353 21 743xxxx Coachford
Old and new format numbers could be used until the 20 July 1999 mandatory cutoff date.

From December 1998 to July 1999, new number allocations within +353 21 were introduced as new carriers were allowed in the telecommunications market.

The second phase was scheduled to begin around February 2000, where the remaining subscriber numbers in +353 21 were all prepended by digit '4'.

Old format New format Community
---------- ---------- ---------
+353 21 2xxxxx +353 21 42xxxxx Cork
+353 21 3xxxxx +353 21 43xxxxx Cork
+353 21 5xxxxx +353 21 45xxxxx Cork
+353 21 6xxxxx +353 21 46xxxxx Midleton
+353 21 7xxxxx +353 21 47xxxxx Kinsale
+353 21 8xxxxx +353 21 48xxxxx Cork
+353 21 9xxxxx +353 21 49xxxxx Cork
The second phase of dialling changes were to be mandatory July 2000.

until 1992 - 03 access code to Britain

For calls from Ireland (+353) to UK (+44), a 03 access code was used until 1992. 03 would be followed by the area code (excluding leading 0) then the subscriber number. From 1992, international dialling format was required (i.e. 0044 + area code + subscriber number).

Regulator

The telecom regulator in Ireland is Commission for Communications Regulation (formerly ODTR).
